I recently purchased a new £30 100gb sim to use in France and on my arrival at my holiday home in France, it wasn't working so I checked my balance and it said it was zero, how is that, it saying I need to top up with another £30.

Your top-up is used on the day you first top-up to provide you with your calls, data and text allowance for the month ahead, @Bonnzo - that is how O2's Big Bundles work: https://www.o2.co.uk/help/pay-as-you-go/big-bundles

The reason your phone may not be working is most likely down to your phone's roaming and roaming data settings:1000006546.png

Check your APN is set, guidance here: https://second-handphones.com/knowledge-centre/post/apn-settings-o2

Then manually search for a network - note some parts of France have no 3G any more, so calls may need to use a messaging service such as WhatsApp for both your phone and those you are calling:

Make sure you switched-off airplane mode, and sometimes a reboot helps.

Enjoy the holiday, @Bonnzo.
