some scumbag broke into my car and stole my phone!
When I tried to get a PUK code to retrieve my number onto a new sim I was told that the number .which I've had for about 30 years has been reallocated and is active on PMS network.
All within 24 hours!, where do I stand retrieving my number?

First, have you reported theft to O2 and got a local crime report from the police? Do that as a matter of urgency, so you are not liable for any calls made from the phone in excess of £100 Guide: Lost or Stolen O2 Device? - How to Report it
Sounds like your number may have been if value to a business, and may have been (illegally) sold-onwards on a website, eg httpx://www.musim.co.uk/usell/
The whole PUK thing would be handled by O2 when the cancelled your stolen device and SIM.
As for getting your number of 30-odd years back, sorry - I have no idea how that will go. Good luck, @qc2.
