You could try putting another sim card in it.
If you purchased directly from Apple it will be unlocked.

Yes it sounds like the handset is locked. It can be unlocked through the network directly or via a 3rd party.

If your daughter was already on O2 there's no need to unlock the phone if you're also an O2 customer, although it's always a good idea to have it unlocked if you ever wanted to change networks or sell the phone. You say you've put a new sim in the phone this morning. Did you swap your number and account to the new sim? If you haven't done so yet, you can use this link: http://swapmysim.o2.co.uk/ The swap can take up to 24 hours, but it's usually much quicker than that. Once the swap is done you'll need to keep turning the phone off and on every hour or so until the new sim activates.
