It seems iOS 9 automatically turns on WiFi assist which will drain data consumption. Please see the link below for more details

yeah exactly the same.

 

I find it totally baffling (but not surprising) how a major player such as Apple will auto-enable this feature

Nothing new and on Sammy it only assists with file sizes over something like 50mb.
