galaxy s3 call barring problem

Hello, i have a little problem. Few days ago i got a new phone (samsung galaxy s3) on o2 pay monthly contract. So i can call, texting etc. to everybody in UK but problem starts when i trying to call to Latvia it show "You cannot make outgoing calls while call barring is on" Can anybody help me to resolve this problem?!
