Unless the number is shown you can't block them successfully
If they are becoming a nuisance, O2 will allow you one number change free of charge...

Bit of a dilemma that, @Craigynicks. You can follow the advice given to you by @Cleoriff, or you can have all withheld numbers blocked, but bear in mind that most doctor's surgeries and hospitals withhold their numbers for obvious reasons, so you could miss out on a vital call should you decide to block them all.
