I have an iPhone SE on iOS 11.3.1.
I decided to set up WiFi calling since plenty of people were saying it’s really good. I have read all of o2’s instructions about going into device details on my o2. But the only option I get is online phone unlocking. I would really appreciate some help on this. Thank you

You need a contract sim card, that's why your apn is wrong as PAYG sims are different.
Pop into your local o2 shop and they will swap it for free.

As I feared

only option is to get a pay monthly sim as @MI5 says. And make sure they set your pay monthly account as an iPhone one .
