Why can't I send texts to a 4 digit number

When ever I try to reply to my hospital appointments or Doctors I have to reply to a 4 digit number but I keep getting the error code. Error 21. Does anybody know why

@djs210664 Unfortunately, you have to lie these days in order to speak to customer service. O2 doesn't consider your call important because you're not buying anything, so you have to use the Upgrade, Lost/Stolen, or Fraud option to get through. Otherwise you'll just be disconnected.

8 am when they first open is the best time to call.

I DO NOT WORK FOR O2
