Volt and o2

I have been with Virgin for donkeys years and o2,so why when I try to get volt it is saying I do not have a virgin account and its not in my area yet?

I added Volt and my virgin account says because I have changed my package there is a charge of £19 this month and that is a partial payment,I cannot get through to anyone at Virgin(they are busy due to covid?????)

I want to take volt off my O2 and Virgin account I cannot afford it
