I bought a smartwatch on monthly payment for my partner how do chance the sim number for his own phone number?

You can't as it is linked to your pay monthly account, the only way to unlink it is to pay off the watch in full, and the you can move it your partners account. 

If you are within 14days of purchase you can return it to o2 and then buy one using Apple or other retailers that offer credit.
