I keep getting post for someone who is clearly using our address by mistake. It's been 3yrs. Who do I contact to stop this?

The post office and if it's coming from O2, customer services.

I would annotate the unopened envelopes :-

"Not known at this address - return to sender". 

Then put them into the post box. 

If it has been happening for three years, it is likely to have been a mistake when setting the account up rather than a scam.
