The safest way is to login to PayPal directly and not through any email links.
Go to your profile and see if they are asking you directly to update any details.

The obvious answer is that you need to add a contact number to your PayPal profile but if it came in on an email, just be careful it isn’t a scam to get your details.
I get many hundreds of such scam emails.

I have had a few genuine emails from Paypal this past couple of weeks about updating T&C'c  etc. also to view my account.

I have accessed via email link to see what they say. Logged out and gone in via Paypal website. Generally asking to update details if needed.  Always better to be safe than sorry. They already have my phone number so no need for any changes.
