Hi - I just found on my bill 2 payments for O2 travel.
But I had switched off roaming and data before I even arrived in the International airport.
So I was only on the local network and using the local wifi.
Why am I charged this.
I still got charged for any incoming and outgoing calls and texts

If you sent one text @Anonymous whilst you were abroad it would be enough to trigger the £1.99 per day travel charge. https://www.o2.co.uk/shop/international/using-phone-abroad
The fact you were on the local network is irrelevant. You are using an O2 phone abroad. Unless you changed to a local sim...you would still be charged at O2 travel rates
I use TuGo over Wifi when abroad to call and text http://www.o2.co.uk/apps/tu-go

Even if mobile data is off you get charged the same fixed rate if you send one text or 20 texts. Better to opt out of O2 Travel if you don't use the phone much and pay the standard EU rates.
