This is a matter of "questionable trading".
9/1 email recd with quote for phone valid for 14 DAYS - will send off package to me
16/1 package received ( now at 7 DAYS)
17/1 posted package back
24/1 chased o2 recycle - they say, not yet recd
30/1 surprise surprise 13 DAYS now recd and price for phone gone from £43.75 to £26.19
as time expired on quote
E-Mailed back telling them what I thought and to send back
1/2 NO RESPONSE
Next week if if I have had no reply then I will serve notice on o2 for the landline, broadband and one of the mobiles. Had I not just done a new 24 mth contract on another mobile that would be going also as I think it is downright rude not to respond to emails

The original quoted price is typically based on a perfect condition device. There are a number of factors which could reduce the actual value, such as cosmetic damage, functionality etc.
Any reduction would always be communicated to the customer and they have the opportunity to have the phone sent back to them for free - in the OP's case the time-scale from leaving the customer (the quote) and the assessment has simply fallen over the 14 days O2 gives to honour the quote.
As for being "sub contracted out" - irrespective of whether it is or not, it is still branded O2 and as such its positives and / or negatives should always be treated as O2's responsibility
The scheme is run by redeem run on O2 behalf, I used it & I found it great & very quick, I was quoted £41 but I had a text saying it was reduced to £36.90 but I knew that would happen because the home button on my old iPhone stopped working so you probably either got damages on the phone or something has stopped working
