No voice mail

Have a samsung J5.
When i log into my voice mail it gives me all the options and plays the active voice mail message but when i get a call it either rings continous until rings off or if i am on phone gives a engaged tone....does not go to voice mail??
Anybody help?

I’m having same problems with iPhone 8 having used a new SIM but stayed with o2.
I’ve spoken to about 20 gurus and none of suggested fixes works.
