Moving from 02 to ID

I have provided the PUK code and ID say the number has been imported which I think it has because when I put O2 SIM back in it says Emergency calls only.

I have also tried the ID SIM card in another phone and know that works ok.

But when I have the ID SIM in the phone that was O2 (wasnt bought with the original pay as you go SIM, it was purchased separtely but in the O2 shop) I am being asked for a PIN to unlock.

Help please, I have spent hours on this. It is for my mother in law who is in isolation and we want her to be able to whats app withouy having broadband.
