For the past week I have been receiving the same text over and over:

Sorry, your number doesn't support Visual Voicemail, so we can't set it up. Please go to www.o2.co.uk/help and search on voicemail for help.

How can I make it stop?

I'm on a Pixel 3a.

Thanks!

This is your Pixel 3a constantly making the request to the o2 servers.

Im starting to think this is a bug on the 3a

You can try this (no guarantees it will work but worth a try)

From a Home screen, navigate: Phone icon > Menu icon Menu icon > Settings.
Note If not available, swipe up to display all apps then tap the Phone icon.
Tap Voicemail.
Note If unavailable, tap Call Settings > Voicemail.
Tap the Visual Voicemail switch to turn on On switch icon or off Off switch icon.
Note If unavailable, tap Notification
This is not customer services and we dont have access to your account
I do not work for o2 or any VMo2 /Telefonica/Liberty Global Company

@sunmat

You are the second person this week, with a Pixel 3a who states this keeps happening to them.

Voicemail is undergoing some changes, so this may be the reason. Just block the number sending the text. Guide: All you need to know about O2 Voicemail 901
