If you were declined, O2 won't have taken your money.
It will be a pending transaction on your bank account and your bank will hold the money in a shadow account to see if it will be claimed.
If not, it will be returned by your bank, not O2, in line with your banks policy on this. So it is your bank you need to speak to.
