I am going on holiday soon to a place where internet access is sporadic. I will be using my roaming and iPad much more. Should I top up before I go or as and when I need it?

If you are on Pay As you Go you should top up more or think of changing your bundle.

You should also take a top up voucher with you.

You could also consider changing to a contract (sim Only)
