Seems like a good scheme for responsible people though there could be a few danger signals for the younger and more impulsive.

You can set a pin for it and you can have it turned off as by default everyone will have it, payments are expected to be £10 or less:

Yes. But only if you want them to. If you don't want your children buying things on your phone with you knowing, you can set up a security pin. to find out how, talk to one of our Gurus ins tore, or go to O2 Guru TV.
Keep and eye on texts from us too - we'll send a text receipt every time something's been bought on your phone. Look here to see how to keep track of spending on your mobile.
And if you don't want Charge to Mobile on your phone at all, give us a call and we'll switch it off.

As I've seen no reports of anyone using this successfully, I tried it out.
The option to choose "Carrier Billing or O2 Charge to Mobile" did not appear so I cancelled the transaction.
Maybe O2 need to look at this.
