After a three hour telephone conversation with O2 regarding incomplete order they couldn’t fulfill I was promised a refund
the payment is still pending on bank account after nine days! Bank fraud contacted me as it looked like suspicious activity
explained all to O2 & they assured me it would be canceled but so far have done nothing
any advice please?

If it's pending from your bank, O2 haven't got the money to give back.
Your bank will return it to your account in line with their policy on pending payments.
