I have checked all through the link @MI5 and can't find any excluded devices. So unless anyone can find anything different, it appears you can get Open on all of them...?

It’s in the FAQ section
https://www.o2.co.uk/help/pay-monthly/o2-open

but yes, looks like no current exclusions.

have just tried this as I am looking at upgrading/new contract towards the end of the month.
as such I (foolishly) used live chat to ask about current "deals" (such as they are...)
one phone I am looking at is the OnePlus 5T - which is supposedly excluded from o2 Open at the minute.
Try and find the excluded devices list though and it does not exist.
Funny that...

We think thats because there are no excluded devices currently @gmarkj?

They are usually quite clearly shown at the time of exclusion....

That would be fine.
Except I had a live chat and was told that the 5T IS excluded from Open.
So either there is a list and we cannot see it, or the live chat operative had an out of date list.

Well @MI5 and I checked it out a few days back @gmarkj and we couldn't find any exclusions at all.

I can only go on what's in the FAQ's for Open. If it's newly added then it doesn't show anywhere?

Maybe @Martin-O2 can double check this?
