02 Connection Manager Download

I'm really struggling with the 02 PAYG Mobile Broadband - in fact, so much so, that top up is nearly impossible - I don't use a 02 dongle, I just have the SIM. But on Windows I get no method to browse to install connection manager, and as a result I can't top up easily. I have to be connected to a wifi to do this, which negates the point of having mobile broadband.

Is there anywhere to download the mobile broadband connection manager please? I need this for Windows 10.

You cant download it anymore, as Windows is now clever enough to do itself. 

Can you get to mbb.o2.co.uk whilst connected to o2 data?  As all the connection manager will do is link into this page
