ive sent for the settings many a time and even entered them manualy but still i can not send pictures or recieve them ive turn phone on and off and still nothing any idea were im going wrong

Phone o2 CS on 4445 payg or 202 contract and ask for your account to be provisioned for mms.
Make sure 3G data is turned on as it needs to be to send and receive.
If on payg make sure you have credit as mms is not part of your allowances.
