Got to 3 and see NO option to add APN?
Its a Nokia Lumia 620

The best thing I can suggest which has worked before it to do a full reset of the handset. To do this you go to settings -> About _> reset your phone. this will reset it back to factory default settings but I'm confident it'll fix your issue. be sure to select O2 Post Pay settings once the handset resets as this is essential.
Best of luck with this!!

I've just had my Lumia 620 back from repair where it was given a factory rest so I am reviving an old thread as this may be of use to other owners:
If you have data turned on (settings > mobile network > data connection = 'on') you should get G, 3G or H showing in the status at the top of the home screen.
Then to set up internet access go to settings > access point > O2 Pay and Go OR O2 Pay Monthly depending on what plan you have with O2
I have an O2 PAYG account with a £3 a month data bolt on but seem to have a O2 Pay Monthly SIM in so needed to change these together with the text message settings
