Over a wifi connection, yes. Otherwise at data roaming rates.

Your BBm will work in mexico however there are two conditions where it will work, one for free and one where it may cost you alot of money.

If you leave data roaming on, your BBM will work as normal over the phone network that you connect to in mexico. However this uses data and so will ultimately end up very very expensive.

If you turn data roaming off and instead connect to free Wifi networks, your BBM will continue to work when connected over WiFi and will be free.
