I am having the same issue.

my firmware version is 02061.00066.14353.31004 is that the right one to have visual voicemail?
Also how do I know if my tarrif supports visual voicemail? That shouldnt effect it being in my settings surely?

I'm afraid that isn't one of the O2 firmwares - it's an open market one which typically happens when you have a SIM free device such as those purchased from the likes of Carphone Warehouse. Unfortunately the open market software can't detect when an O2 SIM is inserted in order to provide you with the VVM options.
