After letting my Nokia Lumia 800 battery run down completely- and having to put it back to factory settings so it would work properly again after being charged- the phone wont connect to my computer. It charges from my computer, it has been tried in every USB port my computer has, another phone will connect to the computer properly- with the same wire- and has been tried with multiple wires. The issue is definitely between my phone and the computer- I have windows 8. Any ideas?

Apart from another reset you seem to have tried everything else.....

Have you actually set the phone back up (ie accounts, etc) as this needs to be done first before just connecting to a PC
