Apparently Cortana should be here in the UK within the next two weeks

No problem, I think it shows that Cortana is more useful than Siri but I'll need to try it myself to see if I genuinely find it useful

Does cortana need a data connection to work @Anonymous or can it perform some speech recognition offline as MSVC used to?

To be honest I haven't tried but AFAIK she is extremely limited without a data connection, the following page has an answer to that very question:

In other words, to have the use of all the commands then you need a data connection.

That's a shame
It should be perfectly possible to parse speech with modern smartphones without recourse to uploading it first, I guess it just ensures a way of tracking and therefore monetising us.

Even PC based applications require some form of training to recognise the user's voice to then get it correct..
I'm having a lot of fun with OK Google and seeing what it get's wrong!

I don't really think it matters, the only people who care are Halo fans and the vast majority of them are using iOS and Android anyway. Most of the people using Windows Phone have never heard of Jen Taylor so they aren't going to know the difference.
In the games Cortana was supposed to have a British accent anyway.

I installed the WP8.1 Update 1 DP on my Lumia 920 yesterday, and found after some brief messing about that the UK Cortana is a lot less chatty than the US one, but mileage may vary...
