Numbers beginning 084 and 087 are general service numbers for contacting organisations.
They are not free from mobiles but are from some landlines.
The only free numbers from mobiles are 0800 and 0808
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Currently using:
Pixel 7a (O2 & Lyca), One Plus 6 (Sfr), iPhone 12 Pro Max (Vodafone)

o2 do have some free 0845 and 0870 numbers
http://www.o2.co.uk/popups/free-numbers

But like all other Mobile and Landline operators you get charged for calling all other 0845 / 0870 number. You also need to have credit to pay the access charge of x per minute and then x per minute is the service charge all explained here:

http://www.o2.co.uk/help/account-and-billing/other-numbers-and-charges
- Xperia 1V - o2 and Spusu
- Pixel 8 Pro - o2 and Vodafone UK
