This is an intermittent problem. Both my wife and I are with O2 and occasionally are getting the above message with normal text sending. We both have windows phones my wife a Nokia and myself a Microsoft. Is this an occasional network problem or phone. This problem seems to be getting worse.

Difficult to diagnose a problem like that remotely but as both of you are effected it's likely to be network related.
You can check for any issues or work being done here https://status.o2.co.uk/
