google should not ask for personal information. for anyone else with this problem here is the solution. buy a pay as you go sim with cash from a shop and give google that number, it is effectively a burner phone

The reason Google ask for an alternative form of contact (e-mail and/or phone umber) is in case you get locked out of your Google account:

  • "To protect your account. Phone verification helps to protect your account from unauthorized access. If someone tries to sign in to your account from an unfamiliar device, Google will send a verification code to your phone. This code will be required to sign in, which helps to prevent unauthorized access. 20 Aug 2023"

But if you have your trusty handset and its PAYG SIM, that should do just as well, @lukefowler2024.
