You can check all numbers dialled and texts sent in My O2 by downloading copies of your bills. It won't however tell you the name of the contact. Was your phone not backed up? If it was an android phone you may find your contacts backed up to Google.

If they had an O2 mobile before then (presuming it's pay monthly) they can check previous bills or if the old phone had been backed up then the contacts should be retrievable.

There is no way on earth that anything you had saved on the old sim would ever miraculously appear on a new one.
You need to back your contacts up to Google or other cloud service to be able to retrieve then easily in future.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Maybe not the place to say it, but please people, do not store contacts on your sim card. A sim can fail at any time. Always store on the phone and back up regularly, one day you will be so glad you did.

Way to go! Mine are backed up to Gmail,  Drive, Evernote and even icloud from when I had the misfortune to own an iPhone.
