It does clearly say on your screenshot “You cannot request another review of this decision.” so I’d imagine you’ve got no chance of getting this account back.

You can't Instagram have InstaBanned you, and they will also look for any new accounts from your email address and also your IP Address.. 

 

And if what they see is true, then you may find yourself in a heap of trouble...
