"The City of London police has started placing banner advertisements on websites believed to be offering pirated content illegally.
The messages, which will appear instead of paid-for ads, will ask users to close their web browsers.
The move comes as part of a continuing effort to stop piracy sites from earning money through advertising."
My thoughts :
I can't see someone seeing this and immediately stopping what they are doing. :(. Its as impotent as the ISP providers sending letters but not doing anything.

In fairness, some people genuinely don't know that certain activities/websites are illegal. More than once I had to warn some family and friends about specific sites, especially when my nieces were younger.
It won't solve the overall issue but it'll help law abiding citizens do the right thing

These type of warnings have been used previously and do make you stop and think. It make much better sense for providers to block these sites as they do now, although some open new .eu domains to try and get round the block.
A good idea that will hopefully deter people from illegal downloading.

There are always people who can find ways round it if they are savvy enough. Most of the ISPs are blocking sites now.

I'm now with Sky (RIP O2 Broadband) and they publish which sites they have blocked

As you say though, those savvy enough will get round the blocks (It's not hard)
