It's the Songkrat Festival for the next 7 days which is the Thai New Year. There are processions and events being staged all over Thailand and apparently throwin buckets of water and targeting people with water canons is the way they celebrate. It relates to washing the previous year and all your worries away and the Lord knows I need that.

...I have been warned to leave my phone in the apartment due to the ominous threat of water damage!
