I saw the news this morning that a thruster on top of it was not working and could cause an issue with bouncing.

This might be a good reason. A quote from an article I was just reading:

Too many "hopes" and "may have" in that comment.

Having spent what must be millions of Euros, I "hope" they can justify the cost/benefit.
