Its always best to speak to Uk Customer Services when its account related on 202 contract or 4445 payg.
A sim swap is designed to move your current tariff and mobile number from your current sim card to a new blank one. This is normally needed to replace a damaged/faulty sim or if your moving from one sized sim card to another due to a handset change.
The blank sim cards can be picked up from O2 High-Street Stores free of charge also.

O2 don't normally send out activated sim cards as there is a risk if they were to get lost in the post.
