Might be of use to people in rural areas but there are 65k (as of 2011) ATM in the country, massive rip off if those early charges are implemented, thats is the idea ever actually take off anyway. 

Personally, not touch it with a barge pole and I can see people being mugged literally in the street.

Well that app won't be on my phone !

I can see someone accepting the request. You meet them. They know you have an iPhone = mugged !

Plus many outlets now have the technology to accept wireless payments by just waving your debit card in front of a scanner.

It's actually a great idea. If you ignore how society is haha.

Unless you get insurance from potential mugging included with it I spy a lot of lawsuits.
