how do i actually speak to an o2 member of staff

My old phone is no longer working & cannot accept a charge, so receiving a text is not possible.   To set up my new phone it ask me to keep the phone close to allow the transfer of data.  Not possible as phone broken.  I have tried using my old sim & new sim, but both blocked now due to password issues.  How do i speak to someone to sort this
