Messages no arriving on Monaco phones

text messages sent to my english phone (and other UK phones) from my partner in Monaco do not arrive but mine sent to her Monaco phone do arrive. When enquiring why in Monaco, the answer comes back "Absent to Sender". Is this a UK block?
