O2 Iphone: Wifi and BlueTooth keep turning themselves on even though I keep turning them off

Hi,

 

My Wifi and BlueTooth keep turning themselves on even though I turn them off.

I am new to Iphone.
Apple suggested I look at Settings -> Mobile Data -> Mobile Data Network.
In that section Mobile Data; Visual VoiceMail; MMS; PERSONAL HOTSAPOT; all use a Vertigoaccount.

Is this as expected or is this irrelevant to my issue?

User error, I let my daughter turn on my Personal Hotspot which turns them on.

It's irrelevant.

You need to turn off wifi and bluetooth from the settings menu on your phone.

If you use the notification panel, they will only turn off temporarily.

Thanks but I  do not even no where the notifications area is. I turned them off on the settings page and they came back on after a week or so.

At least I happened to be in the settings for something else enitrely, after I had turned them off a week or two earlier, when I noticed they were back on so I turned them off again.
