Error code 04

Am losing the will with my Apple Watch, have had the run around from 02 and Apple since 10 o’clock this morning, replacement Apple Watch won’t connect to original Apple Watch data plan get error code 04 someone please help

There's something like tracking and fitness that needs to be on in the phone settings.

Where will I find these as the error message is no other than when I try to connect my watch to an existing data plan that was originally for a broken Apple Watch, Apple have said I need a new SIM card but 02 have said I need to get a guru to talk me through how to fix it, really really cross now

Hi, thank you for the help, done as suggested, but they are both on, and still getting error 04 when I try to connect to my data plan
