I currently have a pay monthly contract which is up for renewal in Feb. The monthly cost to too expensive and does not change on my upgrade options. I have looked at and found a sim only deal but how do I cancel my current contract, take out the sim only deal and keep my number. It says a PAC code is needed if I swap providers but the sim only deal is with 02!

but if staying with O2, you just ask to migrate your number, no PAC needed Guide: Migration & porting into O2 

You will need to pay off what you owe currently though.

I am currently on the o2 refresh scheme so says I would not be changed if I cancel?

If you have already paid off your device plan then it is correct that you won't be charged early cancellation fees, but this only applies once you have fully paid your device plan.
