How do O2 justify an increase in my mobile phone charges of 17.24% before VAT, in April this year?

Because it is written in the Terms and Conditions and plastered on their website.

Also OFCOM say they can.

All 4 main network have done similar.

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
