Why am I not able to receive incoming calls abroad

@Deep1  Does everything else work? Can you make calls and does your data work?. What phone have you got? Are you on contract or PAYG? Many questions before we can answer properly.

Have you checked call barring in your phones settings. Make sure 'bar incoming calls when abroad' is not active.

Does it show a foreign network name on your phone when you are abroad?

Roaming needs to be enabled. As you are not using the same Mobile Network and therefore it won't be connected. Sometimes it might easier to get another SIM and use on a temporary basis.  If you have a dual sim then use it as an option.
