The order was for 6GB data, confirmation state 3GB,

When I received the confirmation it stated 3GB instead of 6GB. I contacted O2 to queried it and was told that as it was a new account when the account was up and running after 14 days it will automatically change to 6GB. However the first bill received stated 3GB. Is this a scam?
