I recently purchased a Samsung phone and should be able to claim a chromebook but the website doesn't work. Any ideas? I've tried all places I can think of. Thanks

Link is returning a "page not found" so Samsung have taken it down.

Open the Samsung Members app on the phone

You normally claim through there
