I've just come back from Italy where I was unable to send text messages to England. I was receiving texts but couldn't send them (error '0'). It was very inconvenient and I have never had problems with texting from abroad. I want to avaid it in future and understand why it happened.

Could be many reasons.

Some things to try:
Manually search for another network
Reboot the phone
Turn off 5g in network settings

Some Italian networks have switched off 3g too.
If you have an iPhone change your data APN to "mobile.o2.co.uk"
