I have an O2 account and I'm using the network, but I can't access My O2. I can't use it on the app or the web, so I can't check detailed information such as my bill history.

If you are trying to log in to the My O2 app
Instead try the web version
https://accounts.o2.co.uk/signin
If that works then delete the app, reboot phone and reinstall
If none of that works then
